Barry is a Connecticut native, having been born in Manchester and having grown up in Lebanon. He is a graduate of the University of Connecticut at Storrs and also the University of Connecticut Law School. He has been a resident of Manchester since 1972 and has been active in various civic organizations including the Manchester Chapter of UNICO, the Greater Manchester Chamber of Commerce and the United Way.

Barry has been a practicing attorney since 1975 and was a sole practitioner in Manchester until 1990 when the firm of PBO Law was formed. He practices in the areas of real estate, including zoning and property valuation cases, commerical and residential closings, business law, including corporations, limited liability companies, partnerships, as well as commercial and residential leases.

He lives in Manchester with his wife Patti.
